Special Education Funding: What Should Decide It—and How Would It Work?

I think we probably know the answer to this question because when Special Education is brought up in the Dáil, the response always starts with how much money the government is spending on it.

Really, the question might be: what should be the deciding factor when we fund Special Education, and how would it work?
